James Michael “ Mike “ Payne passed away on July 6th 2026 peacefully with his daughter Hillary and her fiancé’ Brent by his side. Mike was born on April 12, 1950 in Napa, Ca to Jim and Atta Payne. After he graduated from Napa Valley High School, he started working at Mare Island Naval Base. In the early 1990’s Mike and his family moved to Washington State and he started his career at Bangor Sub Base. After Mike retired, he moved so he could continue to pursue his love for hunting, fishing, riding his Harley with his buddies and most importantly playing with his grandson. There are not enough words to honor Mike throughout his career. He was loved by many. Mike was survived by his daughter Hillary Sheffield, grandson Noah Sheffield, sister Priscilla Payne and brother Gary Payne. Mike is proceeded in death by his daughter Tracy Payne, mother Atta Payne and father Jim Payne.
